Commission on Increased Training (CHEd) Chairman J. Prospero de Vera 3rd preserved the reappointment of Urduja Tejada as president of the Cagayan State University (CSU) was unlawful as he parried costs he is working with the Unified Student Money Assistance Procedure for Tertiary Education (UniFAST) as leverage in the challenge.

De Vera also reported Fr. Ranhilio Callangan Aquino, CSU vice president for administration, has constantly attacked him by questioning his authority and of the Commission on the situation.
